4月11日《北京市积分落户操作管理细则（试行）》（简称《细则》）正式发布，明确了积分落户的资格条件、积分指标和经办步骤。

“积分落户制”：points-based hukou (household registration) system，指外来务工人员积分入户核准分值达到规定值后即可申请落户。4月16日起在北京长期工作居住的人就可以开始申报工作。

Non-Beijingers will be able to apply for registration as permanent urban residents of China's national capital under the city's new point-based household registration system to open on Monday. 

截止2017年底，持有北京户口人数达到1359万，而北京常住居民人数则是2170万。

By the end of 2017, the number of people holding Beijing hukou reached 13.59 million, while the city's permanent population totaled 21.7 million in the same period. 

此次申报期限为4月16至6月14日，申报结束后系统将关闭，开启申请者资料审核程序。

The municipal government said the point-based household registration system will be open for applications between April 16 and June 14. After the time limit, the system will be closed, and applicants' files will be audited. 

申报的核心工作可以用一句话来概括：积分落户“498“，便捷申报全靠它。这里的“498”，分别是指4项资格条件，9个积分指标和8个经办步骤。

4项资格条件

1.Have a Beijing temporary residence permit. 需持有北京居住证

2.Be under the legal retirement age. 不超过法定退休年龄

3.Have paid social insurance in Beijing for at least seven consecutive years. 在京连续缴纳社保7年以上

4.Have no criminal record. 无犯罪记录

9个积分指标

包括合法稳定就业、合法稳定住所、教育背景、职住区域、创新创业、纳税、年龄、荣誉表彰和守法记录

The nine indicators include:

1.Legitimate and stable employment

2.Legitimate and stable home 

3.Educational background

4.Location of residence and work

5.Achievements in innovation and entrepreneurship

6.Payment of taxes 

7.Age

8.Honors and awards

9.Criminal record

8个经办步骤

1.Register personal information 系统注册

2.Indicate company/employer 选择关联单位

3.Fill in points according to nine indicators 积分填报

4.Infomation confirmed and submitted by company/employer 确认提交

5.Related municipal office check points 数据核查

6.First round results released 查看初核结果

7.Apply for second round if any dispute arises and company/employer submits documentary evidence. 复查及现场审核(申请人可对部分指标提出复查申请，并由用人单位向区积分落户服务窗口提交书面证明材料，需要现场审核的部分也由用人单位提交资料)

8.Release results 发布及公示

9月5日以后，北京将根据实际申请人员积分情况，统筹考虑城市承载能力和人口调控目标要求，合理划定落户分值，确定落户规模，“将在今年第四季度向社会公布落户分值，公示拟落户人员信息，为经公示无异议人员办理调京落户。”

The city government will announce this year's quota for new hukou holders after September 5. The quota is to be decided based on the city's population capacity. The winners' names, occupations and scores will be announced for public supervision in the fourth quarter. 

积分落户制度是否能让户口从一面高高的墙变成一座宽宽的桥，相信大家都会拭目以待。
